Encourage Electric Car Ownership or Punish Owners?

When most legislation is offering incentives to purchase electric vehicles, the Washington State Senate introduced a bill to charge electric car owners a $100 annual fee to make up for unrealized taxes at the fuel pump.

Ironically, the ultra-conservative (and in general, pro internal combustion) American Patriots blog wrote a scathing piece about this tax/fee as well, although it seems solely interested in berating the president for new taxes rather than the greater issues.
